Planning Commission recommends annexation of Territorial Road and approves Dawson Trails PD Amendment #3

The Castle Rock Planning Commission on Feb. 12 recommended that Town Council approve two linked actions: the annexation of Territorial Road parcels into the town and an accompanying amendment (PD Amendment #3) to the Dawson Trails plan development document.
Town staff summarized the three-step Colorado annexation process and said the Territorial Road annexation has completed prior eligibility hearings (June and July 2025) and meets statutory and municipal-code requirements. Staff recommended approval of both the annexation (roughly 4.7 acres including the Territorial Road right-of-way and associated parcels) and the PD amendment.
Representatives from the Dawson Trails development team described the effect of the actions. Larry Jacobson of Westside Investment Partners said bringing the parcels into the town enables commercial zoning in Planning Area E2 and supports planned retail that already has interest in the center. "Bringing this property into the town and ultimately zoning it for commercial helps economic development for the town," Jacobson said.
Stacy Weeks of Norris Design walked commissioners through technical changes: town-owned parcels that will be designated PL1/PL2 (public land), developer-owned parcels absorbed into Planning Area E2, a realignment of a private open-space/park area (OSP8) and the commitment to provide four one‑acre private parks in future residential planning areas. Staff told the commission the amendment meets the PD plan review criteria.
The commission voted on the annexation first. A motion to recommend approval passed by roll call with six ayes and one abstention (Commissioner Samuelson recused/abstained). The subsequent motion to recommend approval of the Dawson Trails PD Amendment #3 also passed with six ayes and one abstention.
Both items will move to Town Council for final consideration; staff will forward motions and supporting findings as part of the Council packet.
