Planning Commission recommends rezoning for Meadows Medical plan at New Hope Presbyterian site

The Castle Rock Planning Commission voted 7–0 on Feb. 12 to recommend that Town Council approve the Meadows Medical plan development plan, a rezoning proposal that would consolidate split zoning on the New Hope Presbyterian Church parcel and restrict permitted uses.
Town staff told commissioners the proposal would place the entire church lot under a single plan development plan so that future subdivisions comply with the municipal code. The staff presentation said the new zoning would allow only a place of worship, medical office, office and daycare on the parcel and would limit building height to 50 feet (three stories) with stepback requirements and 20–30 foot setbacks adjacent to residential property. Staff recommended the Planning Commission forward the item to Town Council, which is scheduled to consider it March 3.
Colin Tedesco, representing Dormie Capital Partners, said the firm is under contract on a 1.5-acre northwest corner of the parcel and that the rezoning is needed to replat that portion. "We initially proposed a 60 foot building, 4 stories. We've since dropped that to 50 feet," Tedesco said, adding the applicant commissioned third‑party traffic and parking studies that concluded operations and parking demand would be consistent with current conditions.
The chair opened a public-comment period and noted written comments were entered into the record; no additional in-person speakers stepped forward. Commissioners asked only brief follow-up questions about traffic and an upcoming traffic signal at Red Hawk and Loamato, and a commissioner observed the studies provided useful information for the commission.
After a motion to recommend approval, the commission took a roll-call vote and approved the recommendation 7–0. The staff report and the motions will be forwarded to Town Council for final action.
