The Santa Paula City Council adopted Resolution No. 7609 on March 26 to authorize phased operational and final acceptance of water-pressure-zone facilities constructed by Lennar for the Foothill (future) neighborhood. City Attorney Monica Castillo and staff described two 750,000-gallon upper tanks, a booster pump station to serve higher elevations, and associated pipelines and easements that the developer will dedicate to the city upon final acceptance.
Operational acceptance will require the developer to meet conditions including obtaining a Department of Drinking Water permit, negotiating an interim agreement that establishes rights and responsibilities until final acceptance, and providing access for maintenance. Final acceptance will require completion of construction, deposit of securities to assure bonding and insurance, and deed conveyance of property interests for access and maintenance.
Council members clarified that these facilities are intended to serve the east side of town and will later connect with a crosstown pipeline to provide redundancy citywide. A clerical typo in the draft resolution (missing zeros in 750,000) was noted and corrected. The resolution passed by voice vote.
Adoption of Resolution 7609 moves the acceptance process forward; staff will negotiate the interim agreement and complete the checklist items required for operational and final acceptance.
