Poway council waives CalPERS waiting period to allow temporary rehiring of recently retired contract specialist
Summary
Council approved a waiver of the CalPERS 180‑day waiting period so retired employee Jeffrey Zamora may return temporarily as a retired annuitant to fill a contract specialist inspector role while the incumbent is on leave; staff said Mr. Zamora has specialized knowledge and the waiver is authorized by Government Code section 7522.56.
City staff asked the council to waive the 180‑day CalPERS waiting period so that Jeffrey Zamora, who retired on Jan. 18, 2026 after more than 23 years of service, may be rehired temporarily as a retired annuitant to perform contract specialist inspector duties in Facilities Maintenance while the incumbent is on a temporary leave.
Jodine Thampi explained that Mr. Zamora has the specialized knowledge, skills and abilities needed to maintain critical operations and that the formal staff recommendation was to approve the resolution waiving the waiting period pursuant to the government code citation read into the record. The council moved, seconded and approved the resolution; roll call votes recorded 'Aye' from Council Member Pikes, Deputy Mayor Maeda and Mayor Voss.
The action is temporary and intended to maintain service continuity until regular staffing levels are restored.
