Supervisors honor Phillips 66 Rodeo site on 130th anniversary, highlight renewable shift

The Contra Costa County Board of Supervisors recognized the 130th anniversary of the Phillips 66 Rodeo Renewable Energy Complex on March 31, celebrating the site's long history in the local economy and its recent transition to renewable fuels.
Supervisor Chanel Scales Preston said the facility, founded on Feb. 24, 1896, "is one of the longest operating sites on the West Coast" and noted the site’s conversion work, including a reported annual renewable diesel production figure and the addition of an 88‑acre solar field completed in 2025. Supervisors commended the site's role in local employment and community partnerships in Rodeo, Hercules and neighboring towns.
A company representative thanked the board for local support and credited county leadership for sustaining the facility through regulatory and operational changes. Several supervisors highlighted state incentives such as the Low Carbon Fuel Standard and asked the county to support proposed sustainable aviation fuel credits in the governor's budget to keep investments viable.
The recognition was ceremonial; no county policy changes were adopted at the meeting.
