Chico council votes to agendize discussions on commercial cannabis rules and downtown revitalization

"I'd like to agenda as a discussion regarding the city's regulations related to commercial cannabis operations," Council member Hawley said during the council-member-requests portion of the meeting, asking that the scope remain open-ended so members could explore a range of issues.
Council members debated scope briefly on the floor but agreed it would be valuable to have a full discussion; the motion to agendize the cannabis discussion carried 7-0. Council then voted to agendize a separate discussion focused on more immediate downtown revitalization measures after public comment urging action on downtown business closures. Members also asked to invite the Property-Based Improvement District to present its initiatives and to explore the potential of an opportunity-zone designation for downtown.
No policy decisions were made; the actions direct staff to place the topics on a future agenda so council members can review proposals and supporting materials.
