Barbara Martin, administrative services director, described the item as recognition for Gray’s accomplishments since joining the city. "Miss Gray has been a tremendous asset to our city team," Martin said, citing Gray’s efforts in workers’ compensation and liability administration that she said will result in "hundreds of thousands of dollars of savings to the city."
During public comment, a resident who identified himself as Vic said the raise reported in the newspaper was "unacceptable" for an employee hired less than a year earlier. Council members responded by noting that director- and deputy-director-level pay decisions differ from front-line positions and that Gray’s work, including closing long-running claims, supported the recommendation. Council member O'Brien said staff's recommendation and approvals by department leadership were sufficient for her support.
A motion to approve the one-time adjustment passed on a recorded vote of 7-0.
