Board honors retiring county leaders and recognizes community honorees for Women’s History Month

The board proclaimed March 2026 as Women’s History Month and highlighted local recipients from several supervisorial districts. Honorees included Dr. Rose Margaret Ekintuwa (recognized for workforce and STEM education work at Ohlone College), Jennifer Hawkins (Union City Family Center coordinator), Jane Garcia (La Clínica del Raza leadership, retiree), Teresita de Jesus (longtime community volunteer in unincorporated Alameda County), and Dr. Ayesha Mays (youth health and the Dream Youth Clinic). Each honoree was introduced by the supervising board member and offered brief remarks.
The board also presented retirement commendations. Donna Ziegler, the county’s county counsel, was honored for 26 years with the Office of County Counsel and more than 14 years as county counsel; supervisors praised her legal acumen, leadership, and mentorship and noted plans to authorize additional staff for the office. Tim Dupuis was recognized for 26 years of county service leading information technology and the registrar of voters’ functions; speakers credited him with modernizing county IT, achieving national recognition for the county’s digital services, and managing complex elections operations.
Both Ziegler and Dupuis addressed the board, thanked staff and colleagues, and accepted commendations. The board scheduled photo recognitions and read statements acknowledging their service.
What’s next: the board noted personnel and staffing items tied to counsel’s office (including authorization of additional positions discussed during the meeting) and will complete formal personnel and administrative follow-up as appropriate.
