She said the district participates in the Community Eligibility Provision (CEP), which provides universal free breakfasts and lunches to students and has been in effect since 2019. Borders said the management-company fee averages about $15,000–$20,000 per month while monthly reimbursements exceed $1,000,000.
Emmy Christie, the district food-service director, described menu compliance (age-appropriate calorie, sodium and saturated-fat targets), an emphasis on whole grains and limits on frying, and efforts to increase local purchasing. Christie said the department’s budget is roughly $15,000,000 and that recent equipment and nutrition grants included two awards around $23,000 each and multiple refrigerator purchases funded by a fresh-fruit-and-vegetable grant for about 13 schools.
Trustees queried low participation relative to district enrollment (Borders noted the district serves about 20,000 students districtwide but that breakfast participation lags) and asked about parent outreach. SFE said it is launching more student surveys, trialing breakfast carts and convening Flavor Fest tasting events to increase participation. The vendor also said a Ramadan/Iftar waiver allowed distribution of roughly 41,000 shelf-stable meals last year.
The board did not take a formal action on the report but acknowledged several program accomplishments and asked staff to continue outreach plans to increase meal participation.
