The Mississippi State Senate on Friday adopted a conference report that updates provisions governing the State Board of Cosmetology and Barbering, including removal of a reverse-appealer provision and a repeal date of June 30, 2028. The measure was adopted using the morning roll call after senators voted 'Aye' on the motion.
Senator Johnson, who handled the motion on the floor, said the House removed language the Senate had placed earlier about executive-director qualifications and that the conference report incorporated technical fixes requested by the board. "They removed the reverse appealer, but added a repeal date of 06/30/2028," Johnson said, summarizing changes negotiated in conference.
The conference report had been offered as an en bloc item. Senator Brian moved to take up item 48 and to pass it; Senator Johnson formally moved adoption using the morning roll call. The presiding officer twice asked if anyone objected and, with no sustained objections recorded, announced that the bill had passed by use of the morning roll call. A single dissenting 'no' was noted in the record for one named senator on a separate measure earlier in the calendar, but the cosmetology conference report carried without an objection on the floor record provided.
Supporters said the changes aim to align the board's statutory framework with the board’s operational needs and to allow the Senate an opportunity to revisit the law before the repeal date. Opposing or withheld views were not developed on the floor record for this item.
The measure will remain subject to the statutory repeal scheduled for June 30, 2028, at which point the Legislature may again consider related changes if members so choose.
