Summary
Staff presented a July–December 2025 mobility services update showing program metrics: IE Commuter and VanClub results, Experience Metrolink participation, park-and-ride inventory across Riverside County, and more than 31,000 motorists assisted by Freeway Service Patrol during the reporting period.
Hannah Sawalha presented a receiving‑file update covering RCTC mobility services for July through December 2025, summarizing program activity and outcomes.
Key figures presented by staff included: roughly 2,700 worksites supported by IE Commuter and over 140,000 registered commuter accounts; approximately 1,800,000 vehicle trips reduced attributed to commuter programs during the reporting period; VanClub supported about 60 active vanpools with nearly 59,000 vehicle trips eliminated and over 3,000,000 vehicle miles traveled avoided during the period; Experience Metrolink reported nearly 3,400 participants in the reporting period (about 7,200 total since launch), with an estimated reduction of 38,000 vehicle trips and 3,400,000 VMT reduced; Riverside County park-and-ride inventory reported about 2,800 spaces across eight locations (534 leased, 510 at RCTC stations); and Freeway Service Patrol (FSP) assisted over 31,000 motorists during the period, roughly 30,000 on service areas covering general purpose lanes and about 1,400 on toll lanes.
Commissioners asked questions about overnight parking policies at stations, the availability of motorist assistance via SoCal 511 for Riverside County, and operational details for vanpools (minimum riders and eligibility). Sheldon Peterson clarified that Riverside stations generally allow overnight parking and noted guards, cameras and patrols at stations; Hannah confirmed that motorist assistance via SoCal 511 is currently available by phone in LA and Orange County but not in Riverside and that a motorist‑assistance study is underway to evaluate options for the county.
Staff framed the number metrics as evidence of program impact and said the commission will continue regular reporting on mobility services going forward.
