Commission opens CEQA scoping for Sendor Resort and Residences — hotel, casitas and 58 homes proposed

Riverside County planning staff on March 18 presented a CEQA scoping session for the Sendor Resort and Residences project (GPA 240089; change of zone 240043; tentative tract map 39041; CUP 240021). Staff and consultants described the project components and explained the purpose and timing of the Notice of Preparation and environmental review.
Project components described by staff include a 67‑guestroom hotel with associated amenities, a 7,015‑square‑foot event pavilion, a spa and fitness center, 31 single‑story casitas, 26 luxury villas and 32 branded residences, and 58 single‑family lots in the residential subdivision. Staff said technical studies are in progress and that the NOP comment period runs through March 30, 2026; a draft EIR is targeted for public review in summer 2026.
Public participation: the applicant and consultant team were present and available for questions; the commission asked for clarification of the environmental topics to be studied and staff indicated the standard CEQA topics (aesthetics, air quality, biological resources, cultural resources, greenhouse gases, traffic, noise, utilities, and others) will be addressed. The commission encouraged continued outreach during the EIR process.
Ending: Written comments on the NOP should be submitted no later than 5 p.m. on March 30, 2026; staff will use those comments to refine the EIR scope and technical studies.
