OJUSD trustees probe safety-plan timing, confidentiality and substitute training

District staff presented a first reading of updates to Board Policy/Administrative Regulation 0450, the comprehensive safety plan, which include coordination with local law enforcement and fire agencies, clarified requirements for creating and reviewing safety plans, and recommended bringing the revised policy back for adoption after a second reading.

Trustees questioned the March 1 timetable and whether the district should extend site deadlines to ensure the plan is thorough. One trustee suggested the plan felt "like a lot" to complete by March and asked whether an extension was possible; staff said March 1 was a target for site approval and the board-level plan need not be brought back until October 15 if sites were still completing materials.

Members raised specific operational concerns: whether the safety plan should include explicit protocol for parental restraining orders and whether substitute teachers receive effective emergency training beyond a subfolder packet describing drills. Staff said pick-up protocols tied to restraining orders are maintained by site offices with documentation and that sub packets describe fire-drill procedures; staff agreed to look into additional training options.

Trustees also sought clarity about public access to tactical response plans. Staff cited CSBA wording that tactical response components "may not be publicly disclosed" to protect student and staff safety and said the district could add language clarifying the confidentiality of those details.

No final action was taken; staff will refine wording and return the item for a second reading.
