Board reorganizes leadership, ratifies budget and labor actions

The Los Banos Unified School District board elected new officers and handled several administrative and financial items during its December meeting.
Anthony Perez was nominated and approved as board president by voice vote. The board subsequently approved Lori Gattuso as vice president and Dana (last name not specified) as clerk. The board also nominated Dr. Sean Ritchie to serve as board secretary as required by Education Code.
Superintendent Sean Ritchie asked the board to approve a "statement of facts" filing under Government Code section 53051; the motion carried. The board adopted Resolution 51-25, which authorizes the superintendent, assistant superintendent of human resources, assistant superintendent of administrative services, chief academic officer and director of fiscal services as signatories for orders drawn on district funds.
On financial oversight, the board voted to certify the district can meet its financial obligations for the current year after hearing the first interim budget report. The report, presented to trustees, showed total revenue to date of $224,900,000 and projected expenditures of $237,100,000, with an ending fund balance of $59.3 million. Presenter Mel noted the district is spending down one-time restricted carryover (about $47.9 million) from grants including the learning recovery block and community-schools funds.
The board opened and closed a public hearing on a tentative agreement with the California School Employees Association, Local 92, for the 2025–26 bargaining cycle and then ratified the negotiated contract unanimously.
Board members approved several contracts and administrative items including a CSBA/Gamut meetings and policy workshop contract and authorization to work with True North Research on bond-measure survey services. The board also approved a notice of completion for two contractors on the Las Banos High School modernization summer abatement project.
The meeting ended after the consent calendar passed and the board reported a closed-session expulsion (case no. 5510836).
