Council approves purchase of mobile vehicle barriers after debate over cost and nonprofit impacts

The City Council voted March 10 to purchase 50 Meridian mobile vehicle barriers and associated deployment components, approving a staff contract of roughly $398,599 funded from traffic-safety accounts.

Event producers and nonprofit organizers raised objections at the meeting, arguing that buying the barriers would not materially reduce their costs and could increase staff deployment burdens. Adam Filas, an event producer, told the council he and the city’s two largest event nonprofits learned of the purchase only after the agenda posted and said staff-deployment costs for the units could outweigh rental savings. “I’m not in support of the city purchasing these,” he said, urging further analysis.

Staff responded that ownership would cut rental needs roughly in half and that the purchase was supported by identified traffic-safety funds; staff said the intent was to reduce costs passed to nonprofits, not to increase them. Council discussion centered on long‑term cost savings, whether 50 units would be sufficient for large events, and the possibility of pursuing grants or federal assistance to expand the inventory.

A substitute motion to table the purchase for additional outreach failed. The main motion to approve the purchase passed; the official record notes three no votes (Council Members Barrios, Gutierrez and Gyllenhammer) but does not list an alternate financing mechanism. The council asked staff to pursue potential supplemental funding sources and to coordinate with event organizers on deployment plans.
