Mission Viejo council unanimously approves pay amendments for city manager and assistant city manager

The Mission Viejo City Council unanimously approved second amendments to the employment contracts of City Manager Elaine Lister and Assistant City Manager and Director of Public Services Jerry Hill during its Jan. 27 meeting.
Monique Getz, the city’s human-resources manager, told the council the amendments recommend a 5% salary increase for Lister retroactive to July 6, 2025, a recalculation of a previously approved 2% cost-of-living adjustment, and an additional city contribution of $8,650 to her deferred-compensation plan. Getz said those changes are covered in the fiscal year 2025–26 budget and move Lister’s pay closer to the median of comparator agencies while leaving it below that median.
Getz also presented a parallel second amendment for Jerry Hill that includes a 5% increase retroactive to July 20, 2025, recalculation of the 2% COLA, and a $5,200 additional contribution to his deferred-compensation plan. Getz said those actions result in a $22,489 increase to Mr. Hill’s total compensation for fiscal year 2025–26.
Councilmember Trish Kelly moved approval, and council members praised both executives for responsiveness and performance. The council recorded the vote as unanimous with Mayor Pro Tem Goodell absent.
The staff report cited California Code of Regulations (Title 2, §570.05 and related provisions) governing publicly available pay schedules and said the current adopted salary schedule accommodates the recommended base-salary adjustments without further pay-schedule changes.
No additional public speakers addressed the amendments, and council discussion focused on gratitude for both managers’ service. The council moved on after recording the unanimous votes.
