Council directs staff to study veterans resource center and near‑term programming (7–0)

The Irvine City Council voted unanimously on Jan. 27 to direct the city manager to return with recommendations for near‑term veteran programming and an exploratory plan for a citywide veterans resource center. Vice Mayor Mai and Councilmember Melinda Lu framed the item as a two‑phase approach: immediate use of the planned Center for Healthy Living for veteran‑focused services and a concurrent exploratory process to craft a longer term resource hub.
Proponents in public comment included veterans and nonprofit representatives who said a local, centralized presence reduces barriers to care and connects veterans to mental‑health, housing navigation, VA benefits and workforce services. Byron Salvatierra, a veteran who served in the Army Reserve and in Iraq, said he delayed seeking care for years and argued a local center could reduce that barrier: "I firmly believe that if we had a veteran services center here in Irvine, that barrier to entry would have been lower. Please vote yes on this proposal so the next generation of Irvine veterans don't have to wait 20 years for the care they deserve."
City staff said the motion gives direction while allowing flexibility for creative service models. The motion asked for near‑term programming options, partnership opportunities, preliminary service frameworks and next steps for a citywide resource center; the clerk recorded a unanimous roll call, 7–0.
Staff will evaluate partnership possibilities (UCI, local nonprofits, VA and county services), identify short‑term program options that could be hosted at the Center for Healthy Living, and return to council with recommendations and resource implications.
