Folajoff said the housing administration handles program oversight for CDBG, HOME and other federal funds, prepares HUD-required documents (five-year consolidated plan, annual action plan, CAPER and amendments) and monitors grantees and departmental projects. The division sought funding (noted as part of the packet) to cover staff support, overhead and the HUD-required 20% administrative cap on certain allocations.
Committee members asked about inspection and contractor staffing for housing administration; Folajoff said some inspection work uses contractors on a part-time basis and highlighted existing oversight mechanisms. The committee will consider the housing-administration budget as part of the city’s consolidated CDBG allocation process.
