Emile said the tree has been losing branches, appears to be splitting and is lifting concrete around a water meter and a low block wall; he said the root structure is causing repeated sidewalk lifting and expressed concern about children’s safety.
"I believe the tree is getting ready to split in half," Emile said, showing photos to the committee and asking whether the city or the homeowner is responsible and whether the city could remove the tree. He said the city arborist had visited several times and that a maintenance crew had previously ground the sidewalk where it lifted, but the issue persisted.
Committee members and staff discussed responsibility and claims procedures: staff explained that liability after a water-meter leak depends on which side of the meter is affected and that residents can file claims for damage. Chair noted he had visited the site when Emile called after a branch fell and that he had emailed Public Works and referred the matter to David Grantham for follow up.
