Commission approves Fullerton Adult Day Healthcare CUP at Sunnycrest Drive

The Voluntary Planning Commission approved a conditional use permit March 11 for an adult day health care center to operate at 1950 Sunnycrest Drive (Suite 1400), an approximately 2,750‑square‑foot suite adjacent to a multistory parking structure.
Senior planner David Lopez summarized the proposal: the facility would operate Monday through Friday with primary activities between 8:30 a.m. and 1:30 p.m., provide nursing, personal care and social services, and offer transportation pickup and drop‑off for clients. Staff described roughly 60 anticipated participants and a staff complement of about 15; staff said there is adequate parking in the adjacent structure. "The adult health care center is proposed to operate within a 2,750 square foot suite," Lopez said during his presentation.
Applicant Harold Pian, who identified himself as president and CEO of the operating agency, said the program is designed to serve Medi‑Cal beneficiaries and low‑income participants and described the center as a long‑time goal. "I truly believe it will be of benefit and contribution to the city and those who live here," Pian said. Commissioners asked about CalOptima/Medi‑Cal participation, prior tenant history and drop‑off logistics; Pian said two reserved spaces adjacent to the front door are included in his lease for drop‑off and vans would be parked in reserved spaces in the structure.
A motion to approve the CUP carried on a roll‑call vote of the full commission. Staff said the applicant will next pursue state licensure and certification with the Department of Public Health and Department of Aging; the applicant estimated a possible opening later in 2026 if the licensing process proceeds smoothly.
