The Orange County Sanitation District (OC San) presented details of the Cyprus trunk sewer rehabilitation project to the La Palma City Council on April 7, describing pipe replacement, traffic impacts and a community outreach plan.
Mike Dorman, OC San’s director of engineering, said Phase 2 includes roughly one mile of capacity increases and 5.5 miles of rehabilitation across the service area; within La Palma, staff said about 900 feet of pipe will be replaced. Work in the city will use "pipe‑bursting" to increase pipe size from 18 inches to 24 inches and, where necessary, open‑cut replacement for a sag segment of roughly 200 feet.
The La Palma portion of the project is scheduled to start at the end of the month and will proceed in phases: an approximately three‑month pipe‑bursting operation along Moorgate/Denny Street that will reduce traffic to a single lane in each direction and displace some bus stops; subsequent open‑cut work inside the park will require temporary park closure for about four months, with restoration promised when work completes.
Dorman emphasized OC San’s outreach program: flyers have been distributed to nearby residents, school principals were contacted and the agency offers a project hotline, email notifications and a dedicated webpage for construction updates and sign‑ups for text messages.
Council members thanked OC San for the briefing and for the outreach steps. OC San said it plans to restore park amenities and install new equipment after completion of the pipe replacement work.
Residents seeking details were directed to OC San’s project homepage and to the district’s hotline for questions.
Next steps: construction start at the end of the month; OC San will continue neighborhood outreach and provide construction and traffic updates as the work progresses.
