City Manager described the department's recent turnover and the need for a seasoned leader to assess operations and prepare a written evaluation before a permanent chief is hired. The agreement anticipates Mattern starting around March 16, working 32–38 hours per week, and receiving an hourly rate of $105.5163 (step G of the police chief classification). The city noted Mattern is a CalPERS retiree subject to government code limits on hours for retirees.
Mattern addressed the council and thanked members and staff for the welcome and said he anticipates working closely with interim staff and captains. The motion to adopt the resolution was made by Mayor Pro Tem Debbie Baker and seconded by Councilmember Mark Waldman; the council approved the resolution by unanimous roll call.
Next steps: Mattern will begin the interim assignment and prepare an operational assessment and recommendations for the City Manager prior to filling the permanent chief position.
