Staff said the biggest costs are staffing (community services, police, fire and some public works) and logistics such as fencing, restrooms, tables and chairs, and that many components could be done through sponsorships and partner organizations.
A commissioner raised a point of order expressing concern that discussing alternatives and fundraising in public could expose the city to liability; staff replied that no fundraising dollars have been collected and that the purpose of the discussion was whether the commission should recommend the proposal to city council for official approval.
Staff said a council presentation is scheduled for the first council meeting in February; staff estimated a mid‑March picture on whether fundraising goals can be met. Staff reported a sponsorship menu already exists (title sponsorship up to $20,000 and smaller tiers down to $500) and that a website is ready to go once council grants approval. The commission voted 5‑1 to forward the proposal to city council as presented.
