Staff opened the discussion explaining that, "pursuant to the Orange Municipal Code, the commission shall select a chair and vice chair at its first meeting of the calendar year for a 1‑year term," and recommended selecting each officer via separate motions, staff said.
A commissioner nominated Commissioner Perez for chair and another nominated Romero; Romero accepted the nomination. The commission voted to elect Romero chair, 5‑1. Commissioner Fields nominated Chip Oswee for vice chair; the nomination was approved unanimously, 6‑0.
Separately, the commission moved to approve the minutes from its Oct. 21 meeting as presented; the motion passed 6‑0.
The commission conducted these procedural items near the start of its agenda and then moved on to a staff presentation on a proposed July 3, 2026 community event at Hart Park.
