Placentia council adopts revised vision statement and five strategic goals

The Placentia City Council on Feb. 3, 2026 adopted a revised vision statement and five strategic goals intended to guide staff planning and future council agenda reports.
City staff presenter Jeanette Ortega said the updated vision emphasizes "fostering transparency, integrity, and responsiveness through innovative and ethical leadership" while supporting safe neighborhoods and preserving the city's small-town character. Ortega said the goals will supersede the 2022 five-year strategic plan.
The council approved five goals: fiscal sustainability; public safety; infrastructure, facilities and public spaces; economic development; and organizational excellence. Councilmember Smith moved adoption and the motion passed with four yes votes and one not voting (Mayor Pro Tem Yamaguchi excused).
Staff said the goals will provide a framework for future reports, budgeting and program planning; no specific budget allocations were adopted with the motion.
