Council approves consent calendar and confirms committee appointments; staff updates on major local projects

The mayor then reviewed appointments to several joint powers authorities and committees (California Joint Powers Insurance Authority, League/Association of California Cities, Orange County Council of Governments/SCAG representation, Transportation Corridor Agency representative, Orange County Fire Authority Board, Orange County Vector Control and other bodies). Several appointments were put forward and seconded and votes were registered as part of the meeting’s routine business.
City Manager gave a brief development update on several projects: Wholesome Choice tenant-improvement plans are ready pending approvals from the Orange County Health Department and Santa Margarita Water District; Shoppe Mission Viejo’s expansion (about 50,000 square feet) is underway with site utility and pad work and shells expected in 2026 and openings before 2027; Providence at Mission Hospital grading and circulation are on schedule with Tower 3 construction starting this spring and the overall project phased over 5–6 years; Costco gas-station demolition is underway and construction is expected to start in early spring for a summer 2026 opening; Lucid dealership plans were approved for tenant improvements and anticipate opening in fall; and a new medical office building plan is under review.
Councilmembers in their remarks thanked volunteers, noted community events and asked staff to follow up on intersection safety and public-safety reporting. No controversial roll-call outcomes were recorded; appointments and consent items passed as presented.
