Summary
An Ajax Paving representative told the Wayne County Commission Ajax was the lowest responsible bidder on a 2026 supplemental paving project but was later informed on April 1 that the county would not award any portion of the contract to Ajax; company requested commissioners' intervention and provided documentation to staff.
Michael Decker, speaking on behalf of Ajax Paving and Ajax Materials Corporation, told commissioners that Ajax had been the lowest responsible bidder by more than $450,000 (Ajax cited $457,000) on a 2026 HMA supplemental paving project but that Wayne County ultimately declined to award any part of the contract to Ajax. Decker said county staff earlier offered Ajax a split award (60/40 or 70/30) between Ajax and the next-low bidder, Cadillac Asphalt, and Ajax accepted the 70/30 split subject to clarifications on construction protocol and contract terms. According to Decker, the county then informed Ajax on April 1 that no portion would be awarded to the company.
Decker said Ajax attempted follow-up discussions with procurement staff but received no response and urged commissioners to reengage county procurement to resolve the dispute. He said he had emailed commissioners a letter and provided hard copies and contact cards at the meeting. He did not ask for immediate board action but sought awareness and intervention so county staff would reengage.
Chair acknowledged the public comment and noted the item was not on the commission agenda. Commissioners requested that staff obtain and circulate Ajax's letter and any relevant procurement correspondence; a county representative said the commission staff would collect the materials and follow up as appropriate.
