Placentia council approves consent items, confirms annual appointments and urges volunteers for advisory bodies

The Placentia City Council approved its five-item consent calendar by a 5-0 vote and confirmed a slate of annual appointments to intergovernmental agencies, local committees and ad-hoc boards at the Jan. 13 meeting.
Councilmember Smith moved to approve the consent calendar and the motion passed with all five council members voting yes. The clerk recorded the votes as: Hummer — Yes; Kerwin — Yes; Smith — Yes; Yamaguchi — Yes; Vanka — Yes.
On the regular agenda the council reviewed and approved its annual assignments to partner agencies and internal committees, including the Association of California Cities OC; the Civic Center Joint Use Committee; the public financing authority for the Placentia Enhanced EIFD; the finance and investment committee; the financial audit oversight committee; the heritage committee; an historic preservation ad hoc; housing, community and economic development assignments; the Independent Cities Association; the League of California Cities; the navigation center advisory board; the Orange County city selection committee; the Old Town parking ad hoc committee; the Orange County Sanitation District; and Orange County Vector Control District representation. The mayor explained which seats are automatic to the mayor and mayor pro tem and the city clerk and staff noted there is no legal requirement that the mayor fill a specific nonprofit seat on the Placentia Community Foundation.
Former mayor Kerwin urged residents to apply to serve on a number of city commissions and advisory committees, saying the city is not receiving sufficient volunteer applicants and listing vacancies (financial audit oversight, heritage, historical, senior advisory, planning commission, streetscape and transportation advisory commission, public financing authority for the EIFD and others). The mayor and other council members also discussed swapping and confirming representatives for several regional bodies; the council approved the appointment slate by a recorded 5-0 vote.
The city administrator introduced Annika Peisher, an El Dorado High School senior who will serve as a part-time intern at city hall. The meeting closed with the mayor asking members to review an updated committee, commission and advisory board manual; adoption of that manual was scheduled for a future meeting.
