City staff recommended—and the council approved—rejecting the lone bid received for the Veterans Monument capital project and instead proceeding by negotiated contract under Public Contract Code 20167.
Project manager Joe Parco told the council a single responsive bid of $127,050 was opened and that the engineer’s estimate was $52,000; the bid therefore exceeded the estimate by more than $75,000 and was nearly double the available construction budget (staff cited roughly $90,700 reserved for construction). For those reasons staff recommended rejecting the bid and pursuing a negotiated contract with qualified firms.
Councilmember Holloway asked whether independent contractors would be interested; Parco said he had identified at least one qualified firm (Bolt Action Inc.) that offered a more economical preliminary price. The council moved, seconded and unanimously approved the staff recommendation; staff said they will return with a negotiated contract for council review.
What's next: Staff will negotiate with qualified contractors and bring a proposed contract back to council for approval.
