Placentia council approves routine consent items, introduces Crimson pipeline ordinance and OKs CDBG allocation

Staff recommended $52,500 for a housing-rehabilitation grant program, $176,679 for pedestrian accessibility/ADA curb ramps and sidewalks, approximately $35,000 for county-level HUD reporting support, and remainder for neighborhood services staffing and food distribution program support. Council voted to approve the recommended programs; the motion passed 4 yes, 1 not voting.
On the pipeline franchise, staff introduced Ordinance No. 2026-03 to grant Crimson California Pipeline LP a franchise to operate and maintain pipelines in Placentia. Staff noted four pipeline locations totaling over 25,000 linear feet and an annual franchise fee of just over $9,000. Council closed the public hearing and introduced the ordinance for first reading; vote recorded 4 yes, 1 not voting.
Council also approved a consolidated slate of appointments and reappointments across commissions and advisory bodies (Parks, Planning, Streetscape & Transportation, Financial Audit Oversight, Heritage Festival, Historical Committee, Senior Advisory, and Veterans Advisory). The appointments were approved by a vote of 4 yes, 1 not voting.
The meeting included several recusals disclosed on the record for members whose volunteer organizations are event partners; the clerk recorded recusals and not-voting members during roll calls.
What happens next: the Crimson pipeline ordinance moves to future readings as required by law; staff will administer the approved CDBG programs and return to the council as needed on implementation steps.
