County staff seeks addendum so 22 10 can manage new fiber strands and support tribal connectivity

Summary
IT staff asked commissioners to approve an addendum allowing 22 10 to manage 24 new strands of fiber from CPF-funded construction, enabling strand management, leasing and a planned arrangement with Empire Electric and Ute Mountain Ute tribal connectivity work.
IT staff told the board an addendum is needed so 22 10 can legally manage the 24 strands of fiber the county is getting as part of CPF-funded construction. Mr. McClain said the addendum will permit 22 10 to operate and lease the dark fiber strands and to coordinate strand use with Empire Electric and Clear Network.
The county is also working with partners to offer strands in support of Ute Mountain Ute tribal connectivity and has discussed arrangements to avoid duplicate construction. "We want them to manage the 24 strands of fiber that we're getting out of the CPF funding... so they can manage the extra strands," Mr. McClain said.
Staff advised the commissioners that the addendum is not critical for an immediate deadline tomorrow but should be finalized quickly to allow planned management and leasing arrangements to proceed as the fiber is built. Commissioners asked clarifying questions and directed staff to finalize the addendum for action.
Next steps: staff will finalize and bring the 22 10 addendum forward for formal approval so 22 10 can manage county-owned fiber and pursue lease arrangements.
