Pam Winters told the Pickens City Council on April 13 that an anonymous package delivered to City Hall on Dec. 16 contained altered emails and that she was wrongly identified in an ensuing law-enforcement referral.
"I did not receive that email. I did not alter that email. I did not share that email with anyone," Winters said during the public-comment period, adding that she had been named "in a referral to the South Carolina Law Enforcement Division" and later cleared in that agency's investigation.
