Stockton Unified School District trustees approved a slate of community‑based providers intended to expand after‑school and lunch‑recess staffing under RFP 24100, moving to address what staff described as an estimated 1,200‑student waiting list and dozens of unfilled paraprofessional positions.
During discussion ahead of the vote, district staff said 15 vendors were approved on July 23 under RFP 24100 and that an initial cohort of three organizations was recommended to meet immediate needs. Mary Rogers, an ELOP program manager, told trustees the district had 76 unfilled paraprofessional positions and 84 daytime sport paraprofessional jobs to fill during lunch and after school and that the selected vendors have prior experience running lunch‑recess and after‑school programs.
Trustee Angel Ann Flores questioned the procurement decision and the documentation supporting the waiting list, asking how site‑level counts are maintained and whether all principals had been consulted. Rogers said the district uses a Google registration and tracking system with site coordinators and program facilitators maintaining waiting‑list status in real time.
Flores also raised safety concerns about one vendor’s past associations, asking what steps the district will take to prevent subcontractors or unvetted staff from interacting with students. Rogers said quarterly reporting, fingerprinting, and contract language requiring prior notice for subpartners are in place and that the district conducts bimonthly partner meetings and quarterly compliance reports.
President Stevens asked whether the recommendations would eliminate the wait list. Rogers said that was the goal but offered no guarantee, noting the initial cohort was designed to meet immediate staffing gaps while staff continue to engage additional approved vendors.
On the roll call vote the motion passed 6–1, with Trustee Flores voting no. The board recorded the action as approved.
The district will continue outreach to the remaining approved vendors and monitor enrollment and staffing metrics through its site coordinators and district ELOP staff. Trustees asked staff to provide follow‑up details on per‑site waiting‑list counts and contract monitoring procedures.
The board took the vote under agenda item 12.3; the motion passed 6–1 with Trustee Angel Ann Flores dissenting.
