At the April 21 meeting a select board member proposed an initiative to review and prune recurring administrative warrant articles, aiming to reduce repetitive, low-substance items presented to voters each year.
The board member said many annual warrant questions (small line items such as bulletproof vests or ambulance-billing administration) routinely pass but may be better handled through budget policy or by creating capital-reserve language that avoids an annual warrant. The member asked for a review of the warrant list and suggested working with the budget committee to identify items that could be consolidated or converted to longer-term funding mechanisms where RSA rules allow.
Board members cautioned that state RSA requirements limit how some funds (for example, revolving funds) must appear on the warrant. The chair and budget-representative said they would check RSA constraints and recommended drafting appropriate warrant language if changes are feasible.
"I wrote a letter to, and and Steve, and, essentially, I think every year we vote on a lot of very similar warrant articles that are really administrative or perfunctory," the select board member said, urging a year-long review to prepare for the next town meeting.
