Select board forms facilities committee, tables mobile-food-vendor ordinance for legal review

The Greenland Board of Selectmen announced formation of a Facilities Committee and reviewed draft policy work on mobile-food vendors and employee evaluations at its April 21 meeting.
Chair said the Facilities Committee, which includes two architects, will examine the administrative offices, town hall, the fire department and community space with an eye toward programmatic design and long-term capital planning; the committee’s next meeting is scheduled for May 8 at 4:00 p.m. in this room.
On mobile food vendors, the board reviewed a draft permitting form and related application materials. Board members said the planning-board applicants had police and fire signoffs but that questions remain about whether the Select Board has authority to enact the ordinance. The chair and staff recommended sending the draft to the town attorney and, if necessary, redrafting the proposal and scheduling a public hearing rather than moving forward immediately.
The board also reviewed a draft performance-evaluation template and discussed framing evaluations as a check-in rather than a punitive action. Members agreed some positions (elected officials, library and school staff) would be exempt and that evaluations should include a self-assessment component and department-head follow-through.
"I would recommend sending it to legal before we do anything per wise," the staff member said about the mobile-vendor draft, and members agreed to table the item while legal and RSA issues are clarified.
