Staff said the 18‑acre site is city‑owned (former water treatment plant) and the developer, Adam Heras of ALH Land Company, has proposed four twin homes designed to preserve neighborhood character while producing public benefits. The PUD was presented as the practical zoning vehicle because standard district setbacks would not accommodate the design. Staff emphasized public benefits in the packet, including common open space, new sidewalks and designation of parkland‑dedication revenue to support Gorman Park improvements.
Planning commission reviewed the project and recommended approval; staff noted a purchase agreement is in place and that the developer anticipated a closing later in April or May if council approvals were granted. Council members said public comments at planning commission meetings were limited and generally resolved after commissioners clarified the design would not look like a large apartment complex.
"This fits perfectly with what we are looking for," a planning commissioner said during the discussion, noting the units are three‑bedroom designs intended to blend into the neighborhood and could be available for sale or rent.
The council approved the resolutions and ordinance amendment by roll call.
