On March 23, 2026 the Parma Heights City Council unanimously adopted multiple ordinances and resolutions including a compensation ordinance, purchase of four pursuit vehicles, a Phase One IIJA sewer improvement project, surplus vehicle disposal, and authorizations to seek county and state grant funding.
Parma Heights City Council on March 23 adopted a package of ordinances and resolutions that advance equipment purchases, infrastructure work and grant applications.
The council unanimously approved Ordinance No. 2026-14, updating compensation paid to various city employees (motion by Councilwoman DeSouza; seconded by Councilwoman Maruschak). The vote was recorded as Aye: DeSouza, Vanek, Kolezynski, Maruschak, Durichko and Rounds.
The council also authorized procurement and funding actions: Ordinance No. 2026-21 approves the purchase of four 2026 Dodge Durango pursuit vehicles from Sarchione Chrysler Dodge Jeep Ram for a total of $184,722.00 (suspension motion by Councilwoman Maruschak; passage motion by Maruschak, seconded by DeSouza); Ordinance No. 2026-29 authorizes purchase of computer servers, network storage and associated equipment from Simvay LLC for $79,021.33 (moved and seconded by Councilman Kolezynski and Councilwoman Maruschak, respectively).
On infrastructure, Ordinance No. 2026-24—the Blossom and Sutherland Sewer Improvement Project (Phase One), supported by IIJA funding—was advanced with suspension of the rules and adopted; the ordinance directs the director of public service to advertise for competitive bids and to enter into a contract with the lowest and best bidder. The council also passed Resolution No. 2026-25 to support a Cuyahoga County Department of Public Works County Road 50/50 funding application.
Councilmembers voted to authorize grant activity as well: Resolution No. 2026-27 authorizes the mayor to submit an Ohio Department of Natural Resources Recreational Trails Program grant application and to execute grant documents if awarded. The council passed Resolution No. 2026-28 permitting disposal of obsolete city vehicles and equipment through GovPlanet/IronPlanet.
Many of the measures were advanced under motions to suspend the rules to allow immediate passage. All adopted items recorded unanimous roll-call Aye votes by the six members present. No recorded No or Abstain votes were reported in the transcript.
What happens next: staff will proceed with bid advertising and contract awards for the sewer project, finalize vehicle and server purchases per the adopted ordinances, and submit the authorized grant applications. Items listed as second readings (including Ordinances 2026-18, 2026-19 and 2026-20 and Resolution 2026-23) will return to the council for further consideration.
The council adjourned at 7:33 p.m.
