Mike Conger said most projects in the new TDOT draft plan were carried forward from the prior plan. Conger said the Pellissippi Parkway extension ' which previously showed right-of-way in 2032 ' appears in the draft with ROW advanced to 2026 due to a statewide partnership program award.
Several members encouraged TDOT to ensure alternatives analysis and to consider a northern bypass alignment as an alternative to "choice lanes." Conger said the I-40 PEL study will include alternatives and that public meetings are expected in late June.
On grant funding, Conger announced the fifth and final SS4A (Safe Streets and Roads for All) NOFO under the IIJA is open and due May 26; he summarized that SS4A offers planning, demonstration, and implementation funding and warned the current administration's merit criteria emphasize public-safety infrastructure and specific merit factors that applicants must address. He said staff can help jurisdictions compute fatality-rate metrics for grant applications.
Calendar and personnel: staff announced the May 12 technical committee meeting and the May 27 executive board meeting; the chair also announced a staff departure (Jonah) and thanked him for his service.
Follow-up: Members requested more detail on the I-75 Loudon widening (extents and whether weigh-station relocation is included) and asked staff to follow up with TDOT; staff agreed to provide project details and to circulate TDOT's final 10-year plan when the general assembly finalizes the budget.
