Council voted to authorize Mayor Sherry Sullivan to execute a riparian easement with the Alabama Department of Conservation and Natural Resources concerning submerged lands affected by commercial use at the municipal pier. Richard, the staff presenter, said a core permit and relocated pilings triggered the need to resolve riparian easement payments and that the request includes funding of $8,021.75 for the first year.
"We're asking that you authorize the mayor to sign this easement agreement and also allocate the funding for this year of $8,021.75," Richard said, and added that staff will work with the treasurer to budget the amount in future park-maintenance cycles for annual renewal.
Council members asked who would provide signage to indicate which slips are reserved for public use after the reconfiguration; Richard said the city would be responsible for designating and marking those slips. Council also noted the state charges an annual fee for riparian easements and that this initial cost is lower than expected compared with other locations.
The resolution passed by voice vote; the motion authorized execution of the easement and the appropriation for the first year.
