Adelanto council awards $544,100 contract to repave Bellflower Street

The Adelanto City Council on Sept. 11 approved a $544,100.03 contract with Vance Corporation to rehabilitate Bellflower Street (also called Buckboard Alley), authorizing a 5% construction contingency and noting the work will be funded with SB 1 rehabilitation funds.

Staff presented the project as a two-inch grind and overlay using a rubberized-asphalt mix and recommended the contract as the lowest responsive bid. Richard (city engineering staff) told the council the project was found categorically exempt from further environmental review under the state guidelines cited by staff and that the 5% contingency is standard to cover unforeseen conditions such as abandoned utilities.

The project limits were described as running from the center line of Chamberlain south to Air Expressway. Council members pressed staff on whether the work was an overlay or full reconstruction; the contractor and staff confirmed the scope is a 2-inch grind and rubberized-asphalt overlay, a material the council said reduces noise and environmental impact compared with some alternatives.

Council members also discussed potential future curb, gutter and sidewalk work in some areas and asked staff to explore grants and partnerships to pay for those additions. The council moved and seconded the contract award and voted in favor; the manager stated the work will not draw on the city general fund.

The council approved the contract by voice vote. The city will proceed with contracting and construction scheduling and the council asked staff to return with implementation details and any recommended complementary sidewalk/curb projects.

"Staff recommends that city council approves an award of construction contract agreement with Vance Corporation in amount of $544,100.03," Richard said during the presentation, noting plans and bids were prepared by engineering staff.
