Tuscarawas County approves continued membership in CCAO workers’ compensation group rating plan

On April 6 the Tuscarawas County Board of Commissioners voted to renew the county's participation in the County Commissioners Association of Ohio (CCAO) Group Rating Plan for workers' compensation.
Commissioner Mitch Pace moved to renew participation in the CCAO plan for the policy year beginning Jan. 1, 2027; Commissioner Greg Ress seconded and the motion passed unanimously. The resolution and accompanying agreement (reviewed by Assistant County Prosecutor Kristine Beard) outline the administrative structure, third-party administrator (Sedgwick), estimated billing and rebate processes, participant obligations for safety programs and potential exclusion for penalty-rated participants.
The agreement states that members must comply with Ohio Administrative Code rules for group-experience-rating programs and that payroll and premium allocations will determine each participant's share of any group savings or assessments. The plan sets eligibility thresholds (for example, counties with 2025 payrolls of $55,000,000 or more may not be eligible) and requires annual documentation and a timely OBWC AC-26 form.
County Administrator Kris Lowdermilk commented that this is a contract the county has used for several years; the board recorded its approval and the resolution was signed and filed.
