Tuscarawas County commissioners authorize interim bill payments and approve routine transfers during financial-system conversion

The Tuscarawas County Board of Commissioners on April 6 voted to approve a package of routine fiscal and administrative items and to authorize payment of bills received April 3–8 to avoid late fees during the county's migration to a new financial system.
Commissioners approved a supplemental appropriation of $10,000 for the Auditor and intra-department transfers including $31,676.17 to cover pay-outs in Common Pleas. They also approved an inter-fund transfer/advance that moves $16,474.25 from County General to Public Assistance and $250,000 from Children Services to Public Assistance.
County Administrator Kris Lowdermilk explained the timing for the financial conversion: “This is a conversion to the new financial system. It will go live on April 20, 2026. As of April 9, 2026, the old system will be completely down for the conversion to start. There will be seven years of live data come over, and twenty years of Legacy data.” The board authorized the Auditor and County Administrator to process/pay bills received in the short window before the system outage.
The board also declared two UPS battery backup units obsolete for OCED and approved numerous vendor payments that were listed in the meeting minutes. The meeting record shows a detailed accounts-payable list totaling $333,911.34 across multiple funds that the commissioners authorized for payment.
The actions were recorded as individual motions and votes; most items passed unanimously. Commissioners said the temporary payment authorization was necessary to ensure uninterrupted payment for services and utilities while conversion work proceeds. The board adjourned at 10:26 a.m. and is scheduled to meet again on April 13, 2026.
