Beaumont Unified board adopts English Learner master plan and revises reclassification for special-education students

The Beaumont Unified School District Board of Trustees on Tuesday approved the district's English Learner Master Plan and a set of revised reclassification procedures that include alternative criteria for students with individualized education programs (IEPs).
The board voted 5-0 to adopt the master plan after a presentation by the district English Learner Advisory Committee (DELAC). DELAC representatives said the committee this year was composed primarily of parents and that the district's language census shows most English learners are native Spanish speakers.
"This year, we are excited to have had 125 students demonstrate English fluency," a DELAC presenter said during the presentation.
Trustee questioning during consideration of the revised reclassification procedures focused on whether a student could be reclassified while still performing below grade level on some measures. "Has there been a discussion in the sense that do we want to say a student is being reclassified, but they are below grade level in reading?" one trustee asked.
DELAC presenters and district staff described an approach that retains the English Language Proficiency Assessments for California (ELPAC) while incorporating additional reviews for special-education students, including case reviews, implementation of supports and psychological review when ELPAC results do not fully reflect a student's proficiency. The revised process includes a two-meeting review for special-education reclassification cases.
The board's motion to approve the revised reclassification procedures passed 5-0. Trustees and district leaders thanked DELAC members and staff for their work on the plan and the reclassification criteria.
What happens next: The approved master plan and procedures will guide classroom supports and reclassification decisions for the coming school year; parents and staff will continue DELAC participation, the presenters said.
