Planning commission approves Beck Farm revised preliminary plat, allows grade exception

The North Logan Planning Commission approved the revised preliminary plat and subdivision improvement plans for the Beck Farm Subdivision and agreed to an exception allowing the 2800 North cul-de-sac to exceed the 8% grade limit.

Scott summarized the revised plat near Orchard View, noting it is not a bonus-density submittal but uses the city's connectivity incentive to justify adding a 16th lot. Staff explained the connectivity incentive allows the commission to count gross acreage (17.1 acres) in a way that supports an additional lot when an east-west connection improves neighborhood connectivity. Scott said a development agreement for an associated heritage park will go to City Council for acceptance and that the preliminary plat itself can be approved by the Planning Commission.

Commissioners asked whether the triangular parcel had been considered non-buildable previously; Scott said it was a function of prior parcel configurations and minimum lot-size calculations and that sewer lift and utility stubbing issues will be addressed as the project moves forward. Commissioner Gavin moved to approve the preliminary plat, improvement plans and the grade-exception request for the 2800 North cul-de-sac, basing approval on facts and findings in the staff report and subject to listed conditions. The motion was seconded and approved by a voice vote.

Next steps: staff will prepare final conditions and forward the approval and the park development agreement for City Council action where council will consider park acceptance and the related agreement.
