Commission recommends preliminary plat for Bolin Brothers Subdivision Phase 3 to city council

The North Logan Planning Commission voted to forward a positive recommendation to City Council on the preliminary plat and improvement plans for the Bolin Brothers Subdivision Phase 3, a commercial phase that will introduce platted building lots and shared common area managed by an ownership association.

Scott, the planning presenter, described the plat as phased: initial lots (lots 1'5) are more specifically broken out while much of the remainder will remain common area to be maintained by an ownership association. He said the preliminary plat shows multiple access points and easements, including an existing improved surface that functions as a public access easement to Main Street and an emergency vehicle access route to the north. Scott said all on-site stormwater retention and stubbing for water, sewer and secondary irrigation lines will be required and that the DRC will review final architectural and materials details.

Commission discussion emphasized access, traffic queuing from Main Street and the need for multiple points of access to avoid congestion. Scott told the commission the development will install primary underground infrastructure up front and that final plats will come through the DRC as administrative reviews, with the preliminary plat going to council as a recommendation.

Commissioner Gavin moved to forward a positive recommendation to City Council on the Bolin Brothers Subdivision Phase 3 preliminary plat and improvement plans, incorporating the findings and conditions in the staff report. The motion was seconded and approved by voice vote.

Next steps: staff will prepare the final DRC and engineering conditions and include the preliminary-plat package in the City Council agenda for action.
