Colorado House receives committee reports, refers several bills to committees and adjourns to April 15

The Colorado House of Representatives conducted routine floor business and received a series of committee reports that recommended referrals, assignments and postponements for multiple bills before adjourning until April 15.

The Clerk read committee reports recommending that House Bill 1341 be referred favorably to the Committee on Finance and that, with amendments, House Bill 1276 and Senate Bill 113 be referred to the Committee on Appropriations. The Clerk also read the Committee on Judiciary's recommendation that Senate Bill 104 be referred to the Committee of the Whole and that House Bill 1285 be postponed indefinitely. "After the committee recommends the following... be referred" was read aloud as part of the floor business by the Clerk.

The Clerk further reported that the Committee on State, Civic, Military and Veterans Affairs recommended that House Concurrent Resolution 1002 be postponed indefinitely. The Committee on Transportation, Housing and Local Government recommended that Senate Bills 40 (as amended), 92 (as amended) and 109 (as amended) be referred to the Committee of the Whole with a favorable recommendation and that Senate Bill 98 be postponed indefinitely.

The Clerk announced that the printing report and messages from the Senate and the reviser would be printed in the House journal. The Clerk then introduced Senate Bill 5, sponsored in the Senate by Senators Weisman and Gonzales and in the House by Representatives Mabry and Zocai, concerning state-court remedies for alleged violations of federal constitutional rights during immigration enforcement; the bill was assigned to the Committee on Judiciary. The Clerk also introduced Senate Bill 72, sponsored by Senators Carson and Snyder and Representative Espinosa, which would increase criminal penalties related to assaultive conduct with a motor vehicle and add causing the death of another person with a motor vehicle to the crime of criminally negligent homicide; that bill was also assigned to the Committee on Judiciary.

The Speaker announced, "At the sponsor's request, I direct the chief clerk to remove Representative Duran's name as co-prime sponsor of House Bill 26 10 30." The session concluded after a motion to adjourn; the House stood adjourned until Wednesday, April 15 at 9:00 a.m.

The floor action recorded consisted primarily of committee recommendations, bill introductions and scheduling; no floor debate on the merits of the bills was recorded in the transcript.
