Arts advocates urge Volusia County commission to enshrine arts and culture in charter

Summary
Multiple arts organizations and volunteers told the Volusia County Charter Review Commission that arts and culture should be recognized in the county charter and sustained through county funding; the commission accommodated arts language in its final report approved that evening.
Several arts advocates addressed the Volusia County Charter Review Commission during the public-comment portion of the April meeting, urging that arts and culture be recognized and protected in the county charter and that county funding support continue.
"We are in a very distressing state right now because the rules are changing constantly," said Patricia Miles of the Volusia County Cultural Alliance, urging commissioners to help preserve funding streams for local arts organizations and citing Chapter 265 of the Florida Statutes as the statutory framework governing state cultural grants.
Speakers representing local groups and programs — including Tara Good and Cameron Vincent of Art House (Vincent identified himself as executive director of Art House Foundation and vice president of the Volusia County Cultural Alliance) and Stephanie Mason Teague of the Ormond Memorial Art Museum — described the arts’ role in education, tourism, small-business support and community identity and asked the commission to include recognition of arts and culture in the charter.
"When we invest in the arts, we invest in people, creativity, and long-term sustainability," Cameron Vincent said, urging formal charter recognition so arts efforts are prioritized in future county actions.
Commission members signaled broad sympathy for the speakers’ concerns; the commission’s draft final report incorporated language recognizing arts and culture and the report was approved later in the meeting with the evening’s revisions and a staff-recognition page.
What happens next: the commission approved the final report, which includes the commission’s recommendation to recognize arts and culture in the charter; the report will be transmitted to the Volusia County Council for consideration and for any subsequent ballot or policy steps.
