Pearl River County supervisors approve routine hires, payments and grants; enter executive session

The Pearl River County Board of Supervisors met Feb. 2, 2026, in Poplarville and unanimously approved a series of routine personnel actions, payments and grant authorizations, then entered an executive session and returned with no action taken.
President Malcolm Perry presided over the meeting with Vice President Donald Hart and Supervisors Cruz Russell, Jason Spence and Bryce Lott present. County Administrator Adrain Lumpkin Jr., Board Attorney Joe Montgomery and Chancery Clerk Melinda Bowman were listed among county officials in attendance.
Among the financial and personnel actions the board approved were reimbursement of $62,916.91 to the Pearl River County Utility Authority for request #7 on MCWI ARPA Project No. 254-2-CW5.5 (Millard Jail Wastewater Treatment Facility improvements), payment of $145,392.75 to Clymer Contracting for pay application No. 5 on the PRC Tech Park Spec. Building Project, and authorization of a purchase order of $8,308.35 to Absolute Solutions for ballots for the Democratic and Republican federal primary elections on March 10, 2026. The board also approved payment of $4,084.52 to the Capital One Spark Business Card and accepted various bond renewals and personnel hires across departments, including hiring Jeffery Lossett as a full‑time appraiser effective Feb. 9, 2026, and Sarah Bolin as a part‑time planning employee effective Feb. 3, 2026.
The board accepted an MDAH match grant for the Sheriff’s Office with a reimbursable amount of $5,642.97 (total project cost $7,143.00) and authorized the president to sign a reimbursement request for the MDEQ Solid Waste Grant SW1417. The board also approved scheduling a Household Hazardous Waste Day for March 7, 2026, in the Pearl River County Health Department parking lot.

The board also recognized routine bond renewals and oaths for deputy tax collectors and road department foremen, approved a private road name (Freedom Acres Drive), accepted a Justice Court turnover check for $2,654.93 and acknowledged a scheduled county office closure for Presidents Day on Feb. 16, 2026.
Later in the meeting the board voted to close the public portion to determine the need for an executive session and then entered executive session under Mississippi Code 25‑41‑7 to discuss personnel matters, litigation strategy and potential business location/expansion negotiations. The board later returned to open session and recorded that no action was taken during the executive session. The board recessed and directed the County Administrator to post notice and reconvene at the next scheduled meeting at 9:00 a.m. on Feb. 18, 2026, at the Board of Supervisors meeting room, 109 W. Pearl St., Poplarville.
