Willie Ellis told the board he responded to an emergency gravel spill on a county highway, used rented equipment to clear the road and later submitted a bill. "It was about in 2 places, it would be over probably half mile... it could've easily caused an accident," Ellis said while describing the hazard and his cleanup work.
Board members reacted to discrepancies in the paperwork and the service dates. Another supervisor argued the invoice dated months later raised questions about why payment was only requested in February for work done in August 2025.
After discussion the board rescinded an initial immediate-payment motion and rephrased it to make any payment contingent on a review by the county attorney and confirmation that the paperwork matched the work and dates. The revised motion carried by voice vote; several supervisors said the attorney’s review must be completed and the findings publicly reported at the next meeting before any payment is issued.
Board members said they support paying for legitimate emergency work but emphasized that procurement and invoice procedures must be followed to avoid liability and audit findings.
