Board President Supervisor Jones told the board he had asked the county attorney to review the document before signature and flagged a discrepancy in the listed share amount. Jones said the award that had been described as $100,000 for Claiborne County appears in the MOU as $101,500; South Delta staff told Jones the difference came from an additional $15,000 that was divided among the 10 counties, adding $1,500 to each county’s share. Jones said the county will not receive the grant check directly but will provide procurement information to South Delta so the district can issue purchase orders to vendors.
“Congressman Thompson is sending this over to South Delta Planning and Development District, and they are going to administer this grant,” Jones said.
Supervisor Hudson moved to approve the memorandum and Supervisor Dorsey seconded; the board voted by voice and the motion carried. Jones then signed the MOU on the board’s behalf.
Board members asked that the sheriff and department staff follow procurement rules — including obtaining three quotes where required — and noted the previous board’s instruction that contracts be reviewed by the board attorney when appropriate.
The MOU covers procurement steps for vehicle purchases and other approved uses under the grant; the sheriff’s office and South Delta will coordinate vendor selection and issue purchase orders, according to board discussion. The board did not set a separate funding appropriation during the special meeting; supervisors said they want to see detailed procurement and budget documents in follow-up meetings if additional county funds are requested.
The board’s action was procedural: approving the MOU to allow South Delta to administer the award and directing staff to adhere to procurement requirements. The board’s next regular meeting agenda will record any follow‑up items from county staff and South Delta.
